Job Description (Roles and Responsibilities) :
Main Purpose of Job:
- This is an exciting time to join the Low Carbon Energy and Infrastructure Team within British Embassy Jakarta. The team is currently implementing a new infrastructure programme and is in the early stages of designing a new energy transition programme.
- The post holder will play a key role in providing advisory support for both, deploying specific sectoral and subject matter expertise and managing a series of stakeholders inside and outside the Embassy to ensure both programmes are designed and implemented to the highest standards.
What the Jobholder will be Expected to Achieve:
Sustainable Infrastructure Advisor (50%)
- Provide policy and technical advice and expertise as well as relevant political insights for the development and implementation of sustainable infrastructure assistance to the Government of Indonesia (GoI), particularly around infrastructure financing, pipeline development and project delivery
- Provide guidance on how to best mainstream sustainable and low carbon practices into UK infrastructure assistance to Indonesia including in current and future programme support.
- Working with Embassy colleagues, support the development and implementation of new infrastructure programme initiatives to support sustainable infrastructure delivery in Indonesia – Green Cities and Infrastructure Programme (GCIP) and Future Cities Programme, including managing key workstreams for each project
- Build positive working relationships with a wide range of sustainable infrastructure stakeholders to maintain up-to-date knowledge of UK and Indonesian infrastructure policy considerations that could positively/negatively affect delivery of infrastructure programmes.
- Stakeholders include implementing partners; Indonesian government representatives (Bappenas, PT SMI, IIF, Ministry of Finance, Ministry of Transport, OIKN, and others), Financial Institutions, UK Governments, international donors, and other stakeholders in the sector.
Energy Investment Advisor (45%)
- Lead the embassy’s role overseeing and supporting Mentari Brokerage Strand delivery. The main objective of this strand is to support renewable energy projects and investments in Indonesia to progress by providing the technical assistance to developers, matchmaking process, and others.
- Manage and oversee the implementation of MENTARI’s blended finance facility, the Viability Gap Fund, that is carried out by the delivery partner, including involve in the project selection process, project analysis, disbursement process for the remaining fund, and its monitoring & evaluation.
- Build relationships with all the brokerage relevant stakeholders to maintain up-to-date knowledge of UK and Indonesian energy policy considerations that could positively/negatively affect energy programme design and delivery. Stakeholders include, such as Ministry of Energy and Mineral Resources, MENTARI’s delivery partners, developers, investors, PT SMI, Department of Business and Trade, UK’s financial institutions, and others.
- Provide strategic analysis and advice in overall MENTARI’s brokerage strand performance and support design of the ‘Investment Support’ strand in the next iteration of this programme.
Embassy Corporate Contribution (5%)
- Contribute to cross-Embassy initiatives as required (e.g. Chevening interviews and event volunteers). Be a supportive and considerate team member. Help junior colleagues achieve their learning and development.
Applicants should note that role responsibilities may evolve over time and so they should be prepared to be flexible.
Resources Managed (staff and expenditure):
- No direct line management or budget responsibility. But they will be providing advice to the MENTARI SRO and PRO on allocating the programme’s Viability Gap Fund.
Essential qualifications, skills and experience :
- Knowledge of infrastructure and energy sectors
- At least a degree, preferably in a relevant subject, such as sustainable development, infrastructure planning, infrastructure financing, public policy
- At least 3 years’ experience in the infrastructure sector and solid knowledge and understanding of the governance structure, policy and technical knowledge of Indonesia infrastructure sector, particularly infrastructure finance, and preferably with experience of working with key stakeholders
- Experience with multilateral development banks and international donors
- Experience of working with Indonesian public sector infrastructure stakeholders, including ministries and SOEs
- A flexible and creative problem-solver, able to come up with innovative solutions to complex challenges
- Excellent communication and influencing skills, including in giving presentations to external audiences and the ability to build trustworthy relationships with implementing partners and government stakeholders
- Attention to detail and ability to work confidently with financial data
- Flexibility and resilience under pressure, with a proven track record of delivering results to a high standard under tight time scales
- Good interpersonal skills. Ability to work with people of different levels and backgrounds
- Proficient in MS Office applications (Words, Excel, Teams and Outlook etc.)
- Willingness to travel
Language Requirements:
- Fluent written and spoken Bahasa Indonesia and English
Desirable qualifications, skills and experience :
- Any additional technical qualifications relating to infrastructure or sustainable development
- Understanding of UK infrastructure-related legislation, policies and regulations
- Knowledge and experience of dealing with Government of Indonesia useful

Job Description (Roles and Responsibilities) :
Main Purpose of Job:
- You will join a dynamic and friendly Media and Communications team promoting the UK government’s objectives and activities in Indonesia and Timor-Leste. You will lead on Education (including Higher Education, the Chevening scholarship programme, and Technical Vocational Education and Training (TVET)) and on Health, Women and Girls. You will also support the wider Media and Communications team on other policy areas, including helping to deliver a range of exciting media and public diplomacy events.
- This job requires creativity, teamwork and collaboration to deliver impactful comms to a wide range of internal and external stakeholders. You will need to build relationships with internal stakeholders such as British Council and Department for Business and Trade (DBT), and external stakeholders including the Ministry of Education, Education agents, scholarship providers, Ministry of Health, the media, opinion formers and many more. You will need to be strategic and have great ideas to develop effective comms campaigns. You will need to produce and disseminate press products and social media content that will appeal to our target audiences and deliver key messages. You will be able to manage projects independently and be self-starting.
What the Jobholder will be Expected to Achieve:
Campaign Development (50%)
Priority Campaign: Education
- Design and manage high profile, innovative, communications campaigns aimed at a range of audiences across Indonesia, through events, traditional media and digital channels which support embassy objectives on Education, Higher Education, Chevening and other soft power tools.
- Create impactful comms to help increase the number of Indonesians studying in the UK by working closely with British Council, LPDP, Ministry of Education and media, to promote the UK as the destination of choice.
- Provide advice on branding, comms strategy planning and implementation in Indonesia and Timor-Leste; helping coordinate and run promotional events, prepare Comms plans, press releases & scripts and media summaries.
- Provide advice to teams across the Embassy on using strategic communications and marketing to help achieve their objectives, particularly for Education, Health, Women and Girls.
- Work with other team members to evaluate and report campaign progress and outcomes and embed learning into ongoing work.
Secondary Campaign:
- Lead on other sectors as required, currently Health, Women and Girls.
Digital Strategy (20%)
- Create digital communication strategies for all projects that fall under your areas of responsibilities.
- Identify, create and draft social media content to support public diplomacy objectives.
- Utilise online media channels to establish digital presence and achieve specific marketing objectives on education.
Event Management (10%)
- Designing events in line with the campaign’s objective from start to finish according to requirements, target audience and objectives.
- Source and negotiate with vendors and suppliers.
- Coordinate all operations.
- Provide logistical support for other public diplomacy events, visits, when needed.
Stakeholder Management (10%)
- Build and maintain a network of partners with education agents, scholarship providers, government education institutions to deliver joint communications and marketing campaigns.
- Building relationships with media outlets and journalists.
- Seek opportunities for new campaigns, partnerships and innovative communications activities that can support the campaign and embassy objectives.
Corporate (10%)
- The post-holder should be an active member of the Embassy, contributing to its successful operation. This may include active work on various committees and other corporate roles, as well as playing a role in crisis management activities on an ad-hoc basis.
- Perform other duties as required

- No direct line management responsibilities from the outset, although this may evolve over time
- Annual Chevening ad hoc promotional budget (approx. 50m Rp)
- Annual Wider Education budget for digital marketing (approx. 36m Rp)
Essential qualifications, skills and experience :
- Excellent interpersonal and communication skills
- Flexible, resilient under pressure and decisive with a proven track record of delivering results to a high standard within tight deadlines
- Good self-management and organisational skills with an ability to prioritise own, and the team’s, work effectively with competing workload under pressure
- A track record of displaying sound judgement and an analytical approach to decision making
- Personal drive and the ability to be a self-starter as well as a team player
- IT proficiency in MS Office, Outlook and the ability to learn FCDO systems
- Ability to travel across Indonesia and occasionally internationally as needed
- Willingness to work additional hours as necessary, sometimes unsociable hours, including during a crisis
Language Requirements:
- Excellent English language skills, both written and spoken
- For candidates with English as a second language, certification at IELTS (or equivalent) level 7 or higher within the last 2 years is required, unless you have studied at an international university using English, or worked in an organisation whose operational language is English for one year minimum. All skill areas (Writing, Speaking, Listening and Reading) must be IELTS score 7 or higher
Desirable qualifications, skills and experience :
- Bachelor’s degree in Mass Communication, Public Relations, Marketing or Digital Marketing
- 3 years’ + experience working in communications or marketing role
- Experience and understanding of the Education sector and related business environment in Indonesia
- Understanding, skills and experience using social media and digital communications
